Steam Limited Account: What It Means and How to Unlock It (the $5 Rule)

You made a Steam account, tried to add a friend, and got an error saying your account doesn't meet the requirements. Or the Community Market won't let you in. That means your account is a limited user account. It's not a ban and there's nothing wrong with it. It just means you haven't spent money on Steam yet.
Here's what that means and the simplest way out.
Why Steam limits new accounts
Valve limits brand-new accounts to stop spam bots and phishing. Making a free Steam account takes seconds, so scammers used to make thousands of them to send fake trade offers and phishing links. Making new accounts spend a little money before they get social features cut that down.
What a limited account can't do
While your account is limited, you can still buy, download and play games. What you can't do includes:
- Send friend invites (other people can still add you)
- Use the Steam Community Market, trade, or vote on Workshop items
- Open group chats or invite people to groups
- Access the Steam Web API
The friend invite is the one most people notice first. If a friend sends you the invite, you can accept it even while limited.
What unlocks it: spending $5
To remove the limits, you need to have spent at least US$5.00 on Steam (or the same amount in your local currency, converted at the day's exchange rate). Any of these counts:
- Buying games or DLC on the Steam store for $5 or more in total
- Adding $5 or more to your Steam Wallet
- Redeeming a Steam Wallet gift card or code worth $5 or more
- Buying a Steam gift for someone else
The limit is usually lifted shortly after the purchase goes through. If it hasn't changed after a few hours, sign out and back in.
What doesn't count
People get caught out by these all the time:
- Free-to-play games and in-game spending in them don't count.
- Game keys activated on Steam don't count, even if you paid for the key somewhere else.
- Games or gift cards gifted to you by a friend don't count, according to Valve's community moderators. The spending has to be on your account.
- Demos and free weekends don't count.
So a key from a bundle site or a game someone gifted you won't unlock your account. The $5 has to go through your own Steam account.
How to unlock it without a credit card
You don't need a card. The easiest route is a Steam Wallet gift card from a supermarket or electronics store, paid for in cash. A $5 card is enough, and some countries sell small cards like $5 or $10. Redeem it under Account details → Add funds → Redeem a Steam Gift Card or Wallet Code.
